Michael Phelps Second DUI Arrest! Michael Phelps 'Deeply Sorry' After Being Arrested for DUI in Maryland

Michael Phelps is in hot water again. The Olympian swimmer has been arrested for suspicion of driving under the influence or DUI. Phelps tweeted, "Earlier this morning, I was arrested and charged with DUI, excessive speeding and crossing double lane lines. I understand the severity of my actions and take full responsibility. I know these words may not have much meaning right now but I am deeply sorry to everyone I have let down."

Phelps was originally pulled over for speeding because he was driving 84 mph in a 45 mph zone and witnesses said that Phelps was also seen "crossing double lane lines."

The officers then decided to perform a sobriety test after they realized that Phelps is intoxicated. The authorities said, "Mr. Phelps was identified as the driver by his driver's license and appeared to be under the influence. He was unable to perform satisfactorily a series of standard field sobriety tests."

Phelps is driving a 4x4 - a 2014 white Land Rover at Fort McHenry tunnel when his vehicle was caught on the police radar for over speeding.

The police said that Phelps is cooperative during the arrest and was released after being charged. This is his second arrest for DUI. His first arrest was ten years ago and he's just 19 at the time. He was pulled over near Salisbury University and the police charged him with DUI, DWI, violation of a license restriction and failure to obey a stop sign.

Ryan Lochte, said that Phelps should have hired a driver. Lochte said, "He has so much money to get a driver. I even have a driver. Just stinks for the sport of swimming."

The 28-year-old athlete is the most decorated Olympian in history. He announced his retirement in 2012 after he won his 22nd medal in London Games, but came out of retirement earlier this year. He's back to training again but there's no word if he's joining the 2016 Olympics in Rio de Janeiro.

USA Swimming released the following statement: "The news regarding Michael Phelps and his actions are disappointing and unquestionably serious. We expect our athletes to conduct themselves responsibly in and out of the pool."
