The Purpose of Operation Renewed Hope
Operation Renewed Hope is a series of international law enforcement operations led by U.S. Immigration and Customs Enforcement's Homeland Security Investigations (HSI) in partnership with agencies around the world.
The primary goal is to identify children who appear in child sexual abuse material (CSAM) but have not yet been identified by investigators. Many of these victims are known only as "unknown" victims within law enforcement databases, meaning authorities have evidence of the abuse but do not yet know who the children are or where they are located.
Using advanced digital forensics and investigative technology, specialists analyze massive amounts of online data-including material circulating on hidden parts of the internet-to identify clues that could lead to the victims' identities and locations.
Once identified, law enforcement agencies work to locate and rescue the children, while also investigating and prosecuting those responsible for the abuse.
The Impact So Far
According to data shared by Tim Tebow and the Tim Tebow Foundation, the operations have already made a significant impact.
Through several coordinated investigations known as Operation Renewed Hope I, II, and III, authorities have:

Operation Renewed Hope III alone resulted in 386 tentative victim identifications, giving investigators new leads that could lead to further rescues.

Why Tim Tebow Is Pushing for the Renewed Hope Act
Despite the progress made through these operations, Tebow says the overall crisis continues to grow.
During his Senate testimony in March 2026, he warned that more than 89,000 children appearing in abuse images remain unidentified worldwide, many of whom may still be experiencing ongoing abuse.
"Every day, these children lose hope," Tebow said, explaining that investigators often lack the resources needed to process the enormous volume of digital evidence connected to these crimes.
